Canada Day Challenge

Must recieve entries by post marked by no later than April 1, 2016.

The 2016 Canada Day Challenge is launched! The Challenge is a great opportunity for Canadian youth between 8 and 18 years of age to express their creativity and their pride in Canada.

Again this year, we offer youth the chance to participate in three exciting categories:

  • DRAW IT! Draw, paint, and sketch! Youth can draw inspiration from Canada's past and present to create a colourful poster design.
  • SNAP IT! Youth can use their smartphones or digital cameras and submit their best photograph that captures Canada through their eyes.
  • WRITE IT! Youth can express their thoughts about what Canada means to them and capture Canada's amazing spirit in writing. The original work can be a short story, a poem, or an essay.

Nunavut Calving Grounds

March 10, 2016 - For Immediate Release

Behchokǫ̀, NT– The health of the barren-ground caribou is of critical importance to the Tłı̨chǫ. The Tłı̨chǫ have committed to significantly reduced harvesting levels and in the case of the Bathurst Caribou herd, a complete ban on harvesting. We are working with our partners to develop plans to protect the herds. This includes management actions with Wek’ èezhı̀i and the NWT.

Nunavut is a separate jurisdiction with its own plans, laws and responsibilities. The Tłı̨chǫ Government respects the jurisdictions of Nunavut, and is working with, listening to,  and providing advice to all our partners in Nunavut, including and especially the Kitikmeot Inuit Association. We share common goals, protecting our resources; the Caribou, the water while identifying sustainable opportunities for the employment of our people, the people of Nunavut and the NWT.

The recently discussed Tundra copper project is an exploration in Nunavut. This exploration is small scale. Our main concern was that the exploration was scheduled on the calving grounds during calving season. The company adjusted its schedule. We were assured that our partners (the Kugluktuk Hunters and Trapping Organization) would be there as monitors. We understand that Kugluktuk harvesters were in the helicopters and that no Caribou were near the drilling sites. We trust our partners in Nunavut, on their own lands. They want the same thing, protection of the caribou.

Tłı̨chǫ Government continues to support the complete protection of the caribou calving and post calving grounds and has made submissions to the Nunavut Land Use Planning Commission calling for measures that will ensure the protection of the critically important calving and post calving grounds.

Tłı̨chǫ Government will continue to monitor existing developments and carefully review any new proposed development within the calving and post-calving grounds and make such recommendations, and take such action, as we deem necessary to protect the herds. We look forward to continuing to work with our partners in Nunavut moving forward.

Engaging Community Tourism Champions

Economic Development Officers and participants from around the Northwest Territories attended the Engaging Community Tourism Champions, from March 8 - 10, 2016 in Yellowknife.  Workshop was centred on Transforming Northwest Territories Communities through Tourism, A Guidebook for Community Tourism Champions. 

The aim of the workshop is to build the capacity of Community Leaders, Community Tourism Champions, Economic Development Officers, Tourism Development Officers, Senior Administrative Officers, and other interested community development personnel through the following:

Emphasize the importance of tourism as a cornerstone of the Northwest Territories Economic development strategy.

Provide skills and confers tools to Economic development officers and other economic leaders to be Community Tourism Champions - helping communities leverage opportunities a amble in the tourism section of the economy. 

Support and encourage communities to develop community tourism development strategies and action plans. 

Participants will learn to engage and prepare community members in the tourism planning process, and identify tourism opportunities. Including developing a tourism plan which includes local residents and organizations.

Northern Governance Conference - Showcasing Successes

Administrators from municipal, territorial, federal and Aboriginal governments are meeting at the Northern Governance Conference in Yellowknife at the Explorer Hotel from March 1-3, to share successes, collaborate and engage with leaders.

The theme of the conference is ‘Learning from One Another’ and features officials, practitioners and academics who will showcase the innovative work being done throughout the North.  Conference presentations explore topics such as: Aboriginal self-government; policy and law making in northern governance; community government and engagement; research, evidence and traditional knowledge; increasing capacity through partnerships and intergovernmental relations in the North.

There are a variety of speakers at the conference including representatives from the Tłı̨chǫ Government, Gwich’in Tribal Council, Sahtu Secretariat Incorporated, Délı̨nę Got’ı̨nę Government, Inuvialuit Regional Corporation, Government of the Northwest Territories, Government of Canada, the City of Yellowknife as well as academics from the University of Alberta, Dechinta, Osgoode Hall Law School, and the Johnson-Shoyama Graduate School of Public Policy.

The Northern Governance Conference is jointly organized by the Institute of Public Administration of Canada’s Northwest Territories Regional Group (IPAC NWT), the Government of Canada’s Department of Indigenous and Northern Affairs Canada, Government of the Northwest Territories’ Department of Aboriginal Affairs and Intergovernmental Relation and Department of Municipal and Community Affairs, Tłı̨chǫ Government and Johnson-Shoyama Graduate School of Public Policy.

IPAC is Canada’s premier organization dedicated to excellence in public service and its regional group, IPAC NWT, is active throughout the year, holding events, providing networking opportunities and resources of interest to public administrators across the territory. Currently, IPAC NWT has over 300 members from all levels of government across the territory.

Please be advised that at 6:00 PM today, March 14th the Tlicho Winter Road to Wekweètì will OPEN to 10,000 kilograms gross vehicle weight.

Please watch for a single lane section on Portage 229 near Km 130 as well as a pressure ridge at Km 141 on Basler Lake.

The Tlicho Winter Road to Whatì is open to 22,500 kilograms gross vehicle weight.

Please watch for and slow down at an overflow area at Km 25 on Marian Lake.  

The Tlicho Winter Road to Gameti is now rated at 15,000 kilograms.

Please watch for construction equipment working on lakes and portage throughout the winter road system.  When travelling on NWT winter roads you should carry plenty of fuel and ensure a responsible person knows when you are leaving and when you expect to reach your destination.

Trail of Our Ancestors - Application Deadline

“Trails of our Ancestors” application deadline is July 19, 2013.

The Trails of the Ancestors have always considered to be a vision to re-trace our past and see it through the eyes of our elders.  Traveling by canoe, our people honor their ancestors and experience the traditional spirit that will carry on with them for generations.  Today, we have had over 2000 people who have participated since the Trials of the Ancestors was implemented in 1992.

The canoe trip is a lot of hard work but at the end, we have sense of great accomplishment and achievement.  The youth share their feeling with fellow team members and families about their once in a life time experience of traveling with canoes on the land.  Our youth participants has increased and growing each year.

The 9th Tłįchǫ Annual Gathering and 1st Session of the 3rd Tłįchǫ Assembly will be held in Behchokǫ̀ on August 6, 7, and 8, 2013.

  • We depart by canoe from Gamètì and Wekweètì on July 25, 2013.
  • We depart by canoe from Whatì, July 31, 2012

Please be advised the Whatì Winter Road is now open to 29,000 kilograms GVW.
 
The Gameti Winter Road is now open to 25,000 kilograms and the Wekweètì Winter Road is open to 15,000 kilograms.
 
Resupply efforts to the Tlicho Communities may start as early as next Monday.
 
Please watch and slow down for maintenance staff working along the alignment and engaged in flooding operations on various lakes.
 
If warm conditions forecasted for this weekend prevail the Department may restrict the Tlicho Winter Road system to Night Traffic Only on short notice.

Please be advised that the Gameti Winter Road is now open to 30,000 Kilograms Gross Vehicle Weight.

The Whatì Winter Road is open to 30,000 kilograms Gross Vehicle Weight.

The Wekweètì Winter Road remains at 15,000 kilograms but we expect an upgraded weight allowable by Friday.

Depending on daytime temperatures over the next few days the department may restrict travel to night time only, with little or no warning.

Resupply has started and commercial truck traffic will increase significantly over the next few days.

Please watch for soft, rough and slippery areas on portages.  With increasing temperatures and sunlight please expect melting and slippery areas on lakes. 

Please use caution and drive to the condition of the road.

Have you seen this bird?? Red-winged Blackbird

What: Researchers from Environment & Climate Change Canada are conducting a study to determine how Red-winged Blackbirds use local resources for reproduction across North America.

How: They will be collecting eggs from nests (1 egg/nest) and studying their composition.

Where: Red-winged Blackbirds are sometimes found nesting in dense aquatic vegetation around wetlands, lakes and borrow (gravel) pits.

When: Late May to early June are the best times to sample eggs.

Who: If you know of locations where this bird nests that are easily accessible (near a road), please contact the Tlicho Government office, Kevin Kardynal: kevin.kardynal[at]canada[dot]ca or 306-491-2165.

Tlicho Winter Road - UPDATE

Over the past week the conditions on the Tlicho Winter Road system have been deteriorating quickly.  We are seeing more and more overflow on Marian Lake as well as Rabbit Lake on the Gameti Road, and a pond south of Basler Lake on the Wekweètì Winter Road.  Portages south of Rat Lake on the Whatì Winter Road are deteriorating rapidly.  Highway Maintenance crews are addressing various overflow areas daily on Marian Lake.

Community Re-supply to Whatì, Gameti and Wekweètì should be complete in a few more days.

It is anticipated that the Tlicho Winter Road my close for the season with very little notice.

  • The Whatì Winter Road is open to 30,000 kilograms Gross Vehicle Weight.

The Whatì Winter Road is CLOSED from Whatì to Highway 3 due to overflow and damage to the ice surface on Marian Lake.

 

Highway Maintenance Crews are presently working on Marian Lake and expect it will be closed until at least noon tomorrow.

Further update will be provided by noon tomorrow.

Traffic may still travel between the communities of Whatì, Gameti and Wekweètì.

Ice Road Expected to Close Tuesday, April 12, 2016

The Tlicho Winter Road System is expected to CLOSE for the Season Tuesday April 12th at 10:00 AM.

Until then the Tlicho Winter Roads to Whatì, Gameti and Wekweètì are all open.

 Resupply in the Tlicho region is nearly complete.  

Conditions on Marian Lake continue to worsen with additional cracks forming and existing cracks and heaves continue to cause overflow and stability issues which are being closely monitored.
